what's the difference between "Microsoft Windows Vista Ultimate(Full Version) - OEM - DVD($199)" and "Windows Vista Ultimate by Microsoft($399)"?





see, Microsoft Windows Vista Ultimate(Full Version) - OEM - DVD is cheaper than the one "Window Vista Ultimate for 200 Dollars and they are the same

They are essenstially the same thing. OEM versions are originally intended to be bundled with hardware and supplied through the OEM - Original Equipment Manufacturer -- like when you buy a shiny new Dell laptop for example. However, OEM versions do make their way through regular software retailer channels sometimes -- this is an example. There are tons of price variations for Windows Vista for all the different flavors.
